How scandalous would it be if I didn't wear a petticoat? I just don't think I have time to finish everything in a month.

I think it depends on how transparent your dress is and how it looks without it. I would try it on and then decide. I'm an advocate of proper undergarments, but I understand the time issue and sympathize with it!

The dress won't be transparent at all.

Your petticoat gives structure to your skirts. It not only prevents see-through, but it holds them out and prevents the dress skirts from winding around the legs when you walk or dance. Those ruffles and tucks have a purpose.

How long should the petticoat be?

Your petticoat should be roughly ankle length. A little bit shorter if you like, but it definately needs to be shorter than the hem of your gown's skirts by an inch or maybe two.
